The flag at the post is equivalent to eBay's report button. If you click on the flag you are objecting to what the person has written in that post only. If, however, the person is objectionable and inappropriate in all ways, then you would click on their avatar, find a flag on their profile page, and a dialogue box where you inform the webmaster of the problem. If you look in the upper right hand corner at the tabs, the Guidelines will go into more detail....also the "How To" manual which is a lot of fun.
